Chief Justice of India Justice Surya Kant is set to inaugurate a state-of-the-art data centre at the Jharkhand High Court in Ranchi on November 2 , marking a pivotal development in the ongoing modernisation of the state’s judicial infrastructure. The facility, developed at an estimated cost of ₹35 crore, serves as the technological foundation for the High Court and its subordinate judiciary, aiming to digitise record-keeping and streamline procedural workflows across the state.

The inauguration event will also see the launch of six distinct digital initiatives designed to broaden access to judicial information. These tools are specifically tailored to facilitate the daily operations of judicial officers and advocates, effectively reducing the administrative burden on court staff while improving the transparency of judicial proceedings. The project represents a significant capital investment supported by the Department of Information Technology and e-Governance , the Department of Law , and the Building Construction Department of the Jharkhand government, with technological oversight provided by the Jharkhand Agency for Promotion of Information Technology (JAP-IT) .

Establishing a Robust Technological Backbone

The core of this modernisation effort is the newly commissioned data centre, which is engineered to act as the primary repository and processing hub for the state’s judicial digital services. By housing high-performance GPU servers, centralised storage, and backup systems, the facility provides the necessary processing power to support critical operational frameworks such as the Case Information System (CIS) and the Document Management System (DMS) .

Beyond mere storage, the infrastructure integrates advanced network security protocols and automated fire protection systems to ensure the integrity and longevity of sensitive digital judicial records. The implementation of uninterrupted power supply facilities is intended to mitigate operational risks, ensuring that electronic services remain accessible to judges, advocates, and litigants even during potential power disruptions. This facility aligns with the broader national objectives under the e-Courts Mission Mode Project, which seeks to standardise and strengthen the digital capabilities of courts across India. According to the High Court’s leadership, the reliability of these systems is paramount to the preservation of judicial archives and the secure transmission of information across the state’s legal network.

Streamlining Access Through Digital Portals

In a shift toward greater administrative efficiency, the High Court is introducing an online certified-copy application facility. This platform is designed to eliminate the logistical constraints of traditional filing, allowing advocates and litigants to apply for certified copies of judgments , orders , and associated documents electronically. By removing the requirement for repeated physical visits to the court premises, the facility is expected to drastically reduce the administrative workload associated with processing these applications.

Concurrent with this service, the High Court is rolling out a redesigned official website and an iOS-compatible mobile application. While the judiciary has long maintained an Android-based presence, the addition of an Apple-compliant application ensures broader device accessibility for legal professionals. These platforms are equipped with integrated features such as real-time case status updates, daily cause lists , e-filing portals, and automated court-fee payment systems. By providing these resources, the court aims to ensure that information is readily available, allowing for more precise management of legal deadlines and preparation for upcoming proceedings.

Enhancing Workflow for Legal Practitioners

Recognizing the daily challenges faced by practitioners, the High Court has unveiled a personalised cause list facility. This tool allows advocates to manage their daily court calendars digitally, offering the ability to filter by court number, name, or registration number. The application also provides offline functionality, allowing users to save up to 10 cause lists locally, which remains accessible even in areas with limited or no internet connectivity. This feature is intended to decrease reliance on paper-based lists and assist in the systematic organization of daily schedules.

For the judicial officers themselves, the judiciary has introduced advanced software solutions to improve drafting efficiency. The distribution of Dragon speech-to-text kits is intended to assist in the dictation of judgments and orders , addressing the need for manual transcription. To ensure the security of these processes, the High Court noted that the software operates locally without an internet connection, thereby mitigating data privacy risks.

Additionally, officers will gain access to the Supreme Today AI platform. This legal research tool is designed to assist in locating relevant precedents and navigating judicial records more efficiently. While these technological aids are expected to expedite the research and documentation process, the judiciary has emphasised that the introduction of such tools does not shift the fundamental responsibility of judicial officers. The onus remains on the judge to independently verify the accuracy of legal materials and to exercise sound discretion in every matter before them.

The implementation of these diverse digital solutions has been closely overseen by the High Court’s Computer and Digitisation Committee . As the system moves from the inauguration phase to full deployment, the practical efficacy of these digital initiatives will be measured by their adoption rates and the sustained reliability of the underlying infrastructure. The judiciary’s focus now shifts toward ensuring that all stakeholders, particularly those in the subordinate judiciary, are effectively transitioned to these modern platforms. The next stage of development will likely involve monitoring the integration of these systems into the daily routine of the courts, with the aim of creating a seamless and secure digital environment for the entire legal community in Jharkhand.
