JUDGMENT

( 1 ) DELAY condoned.

( 2 ) HAVING regard to the facts of this case, we do not consider it to be a fit-case for interference under Article 136 of the Constitution. The Special Leave Petition is dismissed.

( 3 ) HOWEVER, it is made clear that the order passed by the Tribunal would not be treated as a precedent in other cases in future.
