ORDER :

1. This matter in our view needs detailed consideration on the basis of the recommendations made by the National Commission for the Protection of Child Rights (NCPCR). Accordingly, let the writ petition and the Report be taken up for further consideration on 22nd November, 2011 and let it be listed as the 'first item' of the hearing group.

2. In the meanwhile, all the States are directed to file their individual responses to the said recommendations. Let the Status Reports supported by affidavits, filed on behalf of the State of Bihar and the State of Jammu & Kashmir, regarding vacation of some of the buildings occupied by the Armed forces, be also taken up for consideration on that date.

3. Leave is given to the parties to also file fresh Status Reports, if required.
