JUDGMENT :

Fourth Report dated 14th August, 2003 has been filed by the Commissioners - Dr. N.C. Saxena and Mr. S.R. Sankaran. Copy of that report may be supplied to such of learned counsel who may approach the Registry. In respect of report of the High Powered Committee, the same may be supplied by the petitioner to the States through their counsel on payment basis.

2. In the Report dated 14th August, 2003, various issues have been dealt with such as Mid-day Meals, Integrated Child Development Scheme (ICDS), Targeted Public Distribution System (TPDS), Antyodaya Anna Yojana, other social security schemes, Employment Programmes, Urban Destitution, Corruption and Transparency and various directions have been sought from this Court. We are of the view that many of the aspects dealt in the Report can be sorted out between the Central and/or State Governments and the petitioners, particularly, having regard to the fact that it is a non adversary litigation and the aspects dealt with pertain to that class of citizens which cannot afford even two times meal.
