( 1 ) MOST of the questions arising in these two Writ Petitions were considered by a full Bench of this court in Society of st. Ann s, Mehdipatnam vs. Secretary to government, Education Department, hyderabad (1) 1993 (2) APU 290 (FB) = 1993 (2) ALT 610 (FB ). We have only to deal with the remaining aspects of the case. It is however necessary that we refer to therelevantfacts.

( 2 ) PETITIONER is a registered educational Society under the Societies registration Act, with its office at narsaraopet. The Society proposed to start a College of Education at Narsaraopet. They expected that the institution would be to the advantage to a number of candidates aspiring to be teachers hailing from mandals adjoining Narasaraopet. The only other colleges of Education nearby were at Guntur, ongole and Nellore. Petitioner Society therefore filed an application on 24. 9. 1988 to the Chief Minister for grant of permission to start a College of Education at Narasaraopet during the academic year 1988-89. The government had requested the Registrar, nagarjuna University on 28. 9. 1988 to submit a feasibility report. A Commission appointed by the University submitted its report on 4.
