RAMANUJULU NAIDU, J.

( 1 ) THIS is a petition filed under Article 226 of the Constitution ofindia for issue of a Writ, more particularly one in the nature of a Writ of mandamus or an order or a direction declaring the action of the respondents in not granting admission to the petitioner into the First year M. B. B. S. course offered by the Medical Colleges of the Government in the State, for the academic year 1988-89 against the seats reserved for the Scheduled Tribes as arbitrary, illegal and unconstitutional and further declaring Rule 8 (D) (1) of the rules governing admission into the First year M. B B. S. and B. D. S. course as published by the 1st Respondent as highly arbitrary and illegal.

( 2 ) THE material facts giving rise to the above Writ Petition may bebriefly stated : The petitioner, Miss Y. Padma Mythili being a minor repsesented by her father and guardian Sri Y. R. Kishen, studied Intermediate course (10+2) and passed the same in March, 1987. She appeared for the eamcet (Engineering, Agricultural and Medical Common Entrance Test) held in May, 1988 with hall ticket No. 60905 and sought admission into the first year M. B. B. S. course offered by the Medical Colleges of
