Director of Animal Husbandry, Hyderabad – Respondent
( 1 ) THE petitioners are residents of Penuballi, kothagudem taluk, Khammam district. The 1st petitioner is the sarpanch of the said penuballi Gram Panchayat. They questioned the order, dated 20th October, 1981, passed by the Director of Animal Husbandry, shifting the live stock Supervisory Unit from Penuballi to Paladugu. It is alleged in the affidavit that the said centre was established during ths regime of the former Chief Minister sri J. Vengala Rao, and the present move including that of the 4th respondent who is a member of the Legislative Assembly is intended to mar the influence of Sri Vengala Rao in this district as they have already shifted one electric sub-station and these things are motivated and done at the influence of the 4th respondent. Further it is alleged that the said order was passed without any notice or enquiry or without any opportunity to the villagers who are enjoying the benefit of this live stock Supervisory Unit, since the year 1976. It is also urged that even the Gram Panchayat where the unit is situated was not consulted.
