( 1 ) THE petitioner purchased an extent of Act 9-50 cents of land in R. S, No. 1 of Vedayapalam village, Nellore Taluk from one veera Reddi for a sum of Rs, 7500/- in January 1961, He claims that since the purchase he has spent a sum of Rs. 25000/- for developing the land in various ways and that he has raised mango, sapotar guava, coconut, lime and other plantations on the land, According to him his vendor in his turn had purchased the land in 1951 from the ryots of the Shortriam village of Vedayapalem. This village was notified as an estate and taken over by the Government on 20-4-1961 under the Andhra Pradesh (Andhra Area) Estates abolition Act. After the estate was notified, the petitioner applied for the grant of a ryotwari patta under the proviso to S. 11 of the estates Abolition Act. S. 11 entitles every ryot in an estate to a ryotwari patta in respect of all ryoti lands which immediately before the notified date were properly included or ought to have been properly included in his holding. The proviso to S. 11, however, states that no person who has been admitted into possession of the land by a landholder on or after the first day of July, 1945 shall
