       HELD: The AP (Andhra Area) village offices service rules are intended to govern the appointment of village officers in the Andhra area of the Andhra Pradesh state and it is expressly stated in rule 1(2) that the rules apply to the Andhra area of the state of Andhra Pradesh The expression village officer’s special test in rule 10(3) (ii) can only mean the special test conducted by the Government of Andhra Pradesh for the village officer in the Andhra Area
