JUDGMENT :

1. The present Writ Petition came to be filed seeking the following reliefs:

"(a) to issue an appropriate writ, direction more particularly one in the nature of Writ of Certiorari declaring the order dated 29.11.2018 passed in O.A. No. 172 of 2018 on the file of Central Administrative Tribunal at Hyderabad as illegal, arbitrary and violative of Articles 14 & 16 of the Constitution of India and consequently, set aside the same, and

(b) to declare the action of the 2nd respondent in accepting the premature retirement application of the petitioner dated 9.10.2017, by orders dated 31.10.2017 is contrary to the Law, illegal and violative of the established rules and guidelines contained in the Indian Railway Establishment Code Vol- II and

(c) to declare the action of the 2nd respondent in not accepting the applications dated 04.12.2017 and 20.12.2017 for withdrawal of premature retirement application/notice of the petitioner vide orders dated 09.01.2018 is contrary to the Law, illegal and violative of the established rules and guidelines contained in the Indian Railway Establishment Code Vol-II and

(d) to issue Writ of Mandamus or any order or orders of like na
