JUDGMENT :

MANOHAR PERSHAD, C.J.:— These two Writ Petitions arise out of a notice issued by the Guntur District Co-operative Central Bank Ltd., Tenali (hereinafter referred to as the bank) represented by its Secretary, dated the 19th March, 1965 specifying the dates for filing nominations, scrutiny, withdrawal and election for regions A and B. The Petitioner in W.P. No. 531/1965 has been on the Board of Management of the Bank for a period of three years. He was the President of the Land Mortgage Bank, Duggirala for nearly 20 years and was the Director of the whole-sale Cooperative Stores, Guntur, for 4 or 5 years. He was also the President of Sultanabad Co-operative Building Societies and the Producers-cum-Consumers Co-operative Society of Sangamjagarlamudi. It is the case of the petitioner in paragraph 3 of the affidavit that by a Resolution dated the 31st January, 1965, the Bank resolved that out of the 24 Directors, 17 shall be representatives of the societies affiliated to the Central Bank, 5 shall be representatives of individual share-holders and 2 to be nominated by the Registrar of Co-operative Societies.
