ORDER :

Basi Reddi, J.—The petitioner is the Sirpur Paper Mills, Ltd. This is a petition under Article 226 of the Constitution for the issue of a writ of certiorari or any other appropriate writ to quash the order dated 1 April 1960 passed by the industrial Tribunal, Hyderabad, in Miscellaneous Petition No. 27 of 1959 in industrial Dispute No. 1 of 1959.

2. In exercise of the powers conferred by Clause (d) of Sub-section (1) of the industrial Disputes Act, 1947, the Government of Andhra Pradesh, by their order dated 4 April 1959, referred for adjudication to the industrial Tribunal, Hyderabad, an industrial dispute existing between the workmen and employers of the Sirpur Paper Mills, Ltd., in respect of the matters specified in the annexure to the said order. The annexure ran as follows:

    How far the following demands are tenable?:

(1) Revision of grades.

(2) Revision of dearness allowance.

(3) Abolition of contract system of labour and absorption of the present workers on permanent basis.

Pursuant to the above reference, the industrial tribunal registered the dispute as Industrial Dispute No. 1 of 1959. Even at the threshold the petitioner presented a petition raising various objections
