The petitioner has preferred this Writ Petition (Public Interest Litigation) praying to declare :

    (a) Act No.31 of 2021, namely Andhra Pradesh (Regulation of Trade in Indian Made Foreign Liquor, Foreign Liquor) (Amendment) Act, 2021, as illegal, arbitrary and violative of Articles 266 and 293 of the Constitution of India and contrary to Sections 4-A, 4-B and 4-C of Act No.15 of 1993 and Sections 23, 23-A and 23-B of Act 17/1968, i.e. A.P. Excise Act, 1968 and consequently to set aside the same;

(b) Act No.9 of 2022, namely Andhra Pradesh (Regulation of Trade in Indian Made Foreign Liquor, Foreign Liquor) (Amendment) Act 2022, as illegal, arbitrary and violative of Articles 266 and 293 of the Constitution of India and contrary to Sections 4-A, 4-B and 4-C of Act No.15 of 1993 and Sections 23, 23-A and 23-B of Act 17/1968, i.e. A.P. Excise Act, 1968 and consequently to set aside the same;

(c) the earnings of the 14th respondent Corporation as the earnings of Government of Andhra Pradesh by virtue of Sections 4-A, 4-B and 4-C of the Act 15 of 1993, i.e. Andhra Pradesh (Regulation of Trade in Indian Made Foreign Liquor) Act, 1993 and Sections 23, 23-A and 2
