The petitioner has approached this Court by way of present writ petition with the following prayers:

"(a) Issue a writ of mandamus or other directing the first respondent to initiate action as per Section 321 of the Karnataka Municipal Corporations Act, 1976, against the 2nd respondent to stop further construction work on the schedule property bearing Site No. 1482/2, D-111/2, measuring East to West: 20 ft. North to South: 46 ft. situated at Vinobha Road Cross, Bapu Subbarao Road Galli, Shivarampet, Mysore - 570 001;

(b) Further directing the 1st respondent to take action under Section 321 of the Karnataka Municipal Corporations Act, 1976, against the deviation portion of constructed building, in violation of plan and licence at Site No. 1482/2, D-111/2, deviated by the 2nd respondent on merits, by giving reasonable opportunity of hearing to both the parties, expeditiously and within a period of eight weeks or as this Hon'ble Court find fit, from the date of copy of this order become available, till then, respondents 2 to 5 be directed not to put up any further construction on the property in question, nor occupy the constructed building at Door No. 1482/2,
