S.B.Sinha, J.

1. In this petition the petitioner has prayed for the following reliefs :-

(a) For a direction to the respondents to pay the price of sugarcane supplied by the persons (quantities and names given in Annexure-2 to the writ petition) with interest;

(b) For a direction to respondent No. 5 to implement the provisions of the Bihar Sugar Cane (Regulation of Purchase and Sale) Act only.

2. The facts of the case lie in a very narrow compass.

3. The petitioner has been authorised by various cane growers to file this application on their behalf by a resolution dated the 6th August, 1983, and as contained in Annexure-1 to the writ petition. It is admitted that the respondent No. 2 is the owner of the sugar-factory situated in the town of Samastipur and the respondent No. 3 is working manager of the said factory. According to the petitioner, in the year 1983, i. e., during the period 24-1-1983 to 27-6-1983 cane growers of Samastipur district supplied sugarcane to the factory of respondent No. 2. A list of cane growers and the quantity supplied by each of them has been mentioned in the chart contained in Annexure-2 to the writ petition. According to the petitioner the said
