Judgment

1. In this writ petition under Article 226 of the Constitution of India sought to be categorized as "Public Interest Litigation", the main grievance is revolving around some irregular or illegal appointments of teachers in Rohtas Vidhi Mahavidyalay at Sasaram and, also, to conduct immediate inquiry into such alleged illegal appointments.

2. Firstly, it be noted that it pertains to one of the colleges of the whole State of Bihar. Secondly, it touches the issues arising out of service jurisprudence for which ordinarily public interest litigation cannot be encouraged and thirdly, the grievances and the pleas voiced in this petition were not raised before the Bar Council of India, as well as, before the State Bar Council which are the statutory functionaries and discharging public functions.

3. It is in these context, we deem it appropriate to revert the petitioner to pursue other permissible legal redressal in view of the aforesaid propositions highlighted, as well as, the celebrated parameters of the Public Interest Litigation.

4. With this observation, without going into the merits of the matter, this petition shall stand dismissed at this stage.
