Heard Mr. Shashi Shekhar Dwivedi, learned Senior Counsel appearing for the petitioners along with Mr. Ranjan Kumar Dubey, Advocate on record, Mr. Ajay Kumar, learned GP 4 for the State and Mr. Manojeswar Prasad Sinha, learned Counsel appearing for the private respondents.
2. The petitioners are aggrieved by the order dated 21.5.1993 of the Additional Member, Board of Revenue, whereby the revision of the private respondent has been allowed.
3. This writ petition was admitted for hearing by order dated 01.12.1995 and was taken up for hearing on 28.09.2018 when this Court has taken note of the issues raised by the petitioners to question the order passed by the Member, Board of Revenue dated 21.05.1993 in Board Case No. 275 of 1991 impugned at Annexure-3 to the writ petition, whereby the revision of the private respondents has been allowed.
4. Amongst the issues that is raised by Mr. Dwivedi to question the order impugned passed by the Board of Revenue, one of the issues raised is that despite the revision application of the private respondents being barred by limitation having been filed beyond the statutory period of 30 days, neither an application for condonation of delay wa
