This Writ Petition is directed against the award of the Arbitrator under S. 10A of the Industrial Disputes Act. The issue referred to the Arbitrator was :

Whether the demand of the workmen of M/s. Hindusthan Paper Corporation Ltd. working in the Calcutta office other than those who have been transferred from Delhi to Calcutta, the pay and house rent allowance at the rate applicable to those who have been posted from Delhi to Calcutta is justified?
