JUDGMENT

B.N. Kirpal, J. (Oral)--The challenge in this writ petition is to the non grant of industrial connection of 20 H.P. in the name of petitioner No. 1.

2. Briefly stated, the facts are that the two petitioners are the owners of six bighas of land in extended Lal Dora abadi of village Mundka, Delhi. It appears that petitioner No. 1 applied in December 1986 for an industrial connection of electricity of 20 H. P. By order dated 22nd January 1987 the respondents declined to grant the connection The petitioners thereafter filed the present writ petition, inter alia, contending that the petitioner was entitled to industrial connection, inasmuch as there was no difference between Lal Dora and the extended Lal Dora and according to law 20 H.P. electricity connection can be granted in the extended Lal Dora as well. It is further the case of the petitioners that in a number of other instances, industrial connections have been granted even though the places were situate in extended Lal Dora.

3. The respondents in their reply affidavit, inter alia, contended that in view of the decision of Delhi Administration contained in its order dated 19th August, 1983, the question of granting a
