1. The present petition has been placed before this Bench on an urgent mentioning, as the Roster Bench is not available.

2. The petitioner/Association claims to represent registered and existing Railway onboard catering contractors and it comprises of 20 members who are all aggrieved by the Notice Inviting Tender (NIT) for open E-Tenders floated by the respondent/Indian Railway Catering and Tourism Corporation Limited (in short `IRCTC') for Mail/Express categories divided into three groups i.e., M-1, M-2 and M-3. The petitioner/Association claims that the said E-Tenders being arbitrary and mala fide, ought to be quashed and declared as null and void. The alternative prayer made in the petition is for issuing directions to the respondent/IRCTC to change the terms and
