Mr. Justice M.R. Agnihotri, President — This order shall decide two First Appeals No. 245 of 1994 filed by the Haryana State Electricity Board v. Gurdial Singh and First Appeal No. 250 of 1994 filed by Gurdial Singh against the H. S.E.B.; as both of them are against the same impugned order dated 30th March, 1994 passed by the District Forum, Ambala.
2. Complainant Gurdial Singh owned agricultural land in Village Rattanheri, Tehsil & Distt. Ambala, in which he had a tubewell installed with a motor of 5 BHP. In course of time, as the H.S.E.B had to release electricity connections to number of other tubewells in the surrounding fields, the voltage went down and finding the electricity supply inadequate, Gurdial Singh-complainant of his own replaced the 5 BHP motor with 15 BHP motor and finally with 20 BHP motor. Since the transformer could not supply sufficient energy to the complainant to cope with the additional load, he approached the H.S.E.B. authorities for installation of a new transformer.
