Mr. Justice M.R. Agnihotri, President — Complainant M/s. Stanley Engineering (P) Ltd. have invoked the original jurisdiction of this Commission by alleging deficiency in service against Haryana Urban Development Authority in the matter of charging of interest, extension fee and other penal charges pertaining to plot No. 356, Industrial Area, Phase II, Panchkula.
2. According to the complainant, which is a Private Limited Company engaged in the business of manufacturing and sale of engineering goods with Mr. R.M. Khanna as its Managing Director, plot measuring 2,100 sq. yards in the Industrial Area, Phase II, Panchkula, was offered to the complainant by HUDA on 5th January, 1982. On the receipt thereof, complainant deposited the requisite amount byway of earnest money by Bank draft, whereupon formal and regular letter of allotment of letter was issued by HUDA on 27th April, 1982. Though the complainant had already deposited the requisite amount of Rs. 17,325/-, yet HUDA continued to make demands after demands from time to time.
