Mr. Justice D.M. Patnaik, President—Heard the learned Counsel for both sides. The complainant is also present in person and is also heard.
2. The case of the complainant is, he had three accounts with the Postmaster, Khurda, two for Rs. 1,02,000/- and Rs. 48,000/- and the third one under the monthly income scheme. There is no dispute with regard to the amount of Rs. 1,02,000/-. So far as the amount of Rs. 48,000/- is concerned, it is his case that he was withdrawing the regular monthly interest accrued on this deposit. The deposit matured on 12.6.1999 vide account No. 317 of the said Post Office. He wanted to withdraw the money from the account but instead he was served with a notice to refund a sum of Rs. 20,800/- alleged to have been withdrawn by him towards excess interest. Being aggrieved by this he approached the District Forum and the District Forum allowed the complaint and directed that the Postal Authorities were not entitled to recover this amount even though it was in excess of the interest received by the complainant.
