Mr. Justice H.S. Brar, President—Appeal No. 1298 of 1998 and Appeal No. 1256 of 1998 shall be disposed of by a common order as these are filed against a common order dated 27.10.1998 of the District Consumer Disputes Redressal Forum, Mansa (hereinafter called “The District Forum”), vide which by majority, the complaint of the respondent was allowed and he was allowed compensation at the rate of Rs. 1,000/- per acre, Rs. 550/- was allowed as costs.
2. Appeal No. 1298 has been filed for quashing the order of the District Forum, whereas Appeal No. 1256 has been filed to seek modification of the order by enhancement of the amount of compensation and costs and awarding Rs. 50,000/- on account of Financial loss suffered, Rs. 20,000/- for harassment and mental agony.
3. Brief facts taken out from the pleadings of the parties are that the complainant applied to the opposite party i.e. Assistant Executive Engineer (S.D.O.), Punjab State Electricity Board, Sub-Division, Mansa, (Sub-Urban), Mansa for an electricity connection for his tubewell to be installed in his agricultural land situated at village Mansa Khurd.
