Mrs. S. Majumder, Member—This is an appeal against the judgment and order dated 10.2.2003 passed by the District Consumer Disputes Redressal Forum, Midnapore, in the Complaint Case No. 20/2002.
2. The fact of the case stated in brief is that the complainant, Sri Pranab Kumar Roy, has applied for a new electric connection in his own domestic unit on 23.11.1998, but no steps were taken by the O.P. (WBSEB) in this regard. WBSEB informed the complainant by issuing a letter that the tenant of the said premises did not pay the bills amounting to Rs. 2,625/- and Rs. 4,856/- respectively and as such WBSEB is not inclined to instal the electric connection in the said unit, as prayed for. The complainant alleged that he has been suffering a lot for non-supply of the electricity and moreover he has no liability to pay the dues of another consumer. So he filed the case before the Forum.

In its order the Forum directed the O.P. to make arrangements for installation of a new service connection to the premises of the complainant in terms of his Consumer No. A 0892555 dated 23.11.1998 within a period of 30 days from the date of receipt of this order and the O.P. was further directed to pa
