P.C. Mishra, President - This appeal is directed against the• final order passed by the District Forum, Balasore in C.D. Case No. 84 of 1992. The complaint petition was filed by the present appellant as the guardian of his daughter Kumari Urmila Rout alleging deficiency in service of the opposite parties in the matter of giving proper education to his daughter in Maa Ambika Girls' High School, Simulia. The complainant's case is that Urmila Rout got ad milled in the school in the year 1990 which is a recognised and aided school. The allegation is that practically for one year, no education was being imparted in the school due to frequent absence of the Headmistress Smt. Yoshnarani Mohanty and also there were allegations of misappropriation pending against her in the matter of distribution of scholarships to the students. It was also alleged that one Charulata Kundu another teacher of the said school married to one Pitambar Mishra who had a spouse living.
