ORDER

Sada Nand, Member - Ramesh Chand S/o Sohan Lal applied for the allotment of a dwelling unit to the Chandigarh Housing Board on 13th December, 1977 vide Application No. 12167 and deposited a sum of Rs.1,000h vide bank draft dated 12th December, 1977. His application was registered at No. 5810 dated 13th Dec., 1977. According to the complainant he kept waiting for the allotment letter of the flat but did not get one. The complainant came to know from certain source that the other persons who had applied along with the complainant have been issued allotment letters. According to him when he contacted the office of the respondent he came to know that House No. 2090/3 in Sector 45C, Chandigarh was allotted to him on the basis of the draw held on 26.4.1986 and the allottment letter was sent to him on 30.6.1986. The contention of the complainant that he is never received allotment letter of the said house on the basis of the draw.

2. The plea of the Chandigarh Housing Board is that the house was offered to the complainant on the basis of the draw held on 26.4.1986 through letter No. R/5810-DO/ AAIV /864866 dated 306.1986 by registered A.D. post and the complainant was required to comp
