Scthulekshmi, Member. - The complainant is an educated but, un-employed young man who is attracted by the prospects of self employment opted to start a small scale Industry for manufacturing “Reprocessed Plastic granules” from plastic waste and scraps. For the necessary help and advise the complainant approached the 1st opposite party the National Small Industries Corporation Trissur and as per their advice, he had registered a small scale unit in the name of Scrap last Industries, Chavara Bridge P.O., Kollam. The necessary project report was prepared by the Industries Department.

2. The 1st opposite party is a Central Government undertaking specially set up to help people like the entrepreneur by providing machinery and other infrastructural implements on hire purchase basis. They maintain a list of manufacturers of various kinds of plants and machinery for almost all type of manufacturing process and the said list will be approved and made up to date by the 1st opposite party from time to time.
