by the Consumer Disputes Redressal Forum, Pathanamthitta in OP:309/00, the opposite party preferred this appeal assailing the finding recorded by the forum below to the effect that there was deficiency in service on his part in issuing duplicates of National Savings Certificates “bearing No:6 Ns/0 2CC 270484 and 6 Ns/0 2CC 270485 of D. Rs. 1000/- each” purchased by the complai-nant/respondent on 7.3.1992 from Noorand Sanitorium Post Office. Conse-quent on recording such a finding the forum below ordered the appellant to issue duplicate certificates on production of solvency certificate and also ordered him to pay to the complainant/respondent
Rs. 1000/- as compensation. Forum below awarded also cost of Rs. 500/- to the respondent/complainant.
2. The controversy that is to be resolved by us as to whether the respon-dent had complied with the conditions prescribed by Rule 43(2) of the Post Office Savings Bank Manuel Volume II (Ex.R1). The other question requires considera-tion is as to whether the alleged delay in issuing duplicate certificates to the respondent amounted to deficiency in service on the part of
