Agarwal, President.- This appeal u/s. 15 of the Consumer Protection Act, 1986, is directed against the order dated 13.4.2000 by the District Consumer Disputes Redressal Forum(hereinafter called 'District Forum' for short) in complaint No. 593/98, dismissing the complaint of the complainant/ appellant.
2. Undisputably the complainant/ appellant had opened an account with the respondent Central Bank of India, Fafadih, Raipur. The complainant had accounts with the respondent Bank. Term loan account for Rs.9,50,000/- was opened by the complainant in March 95. Another term loan account was opened by him in March 1996 for Rs. 11,00,000/ -. He had another account with the respondent Bank of cash credit limit, which was opened by him in March 1995 initially for the limit of Rs.10,00,000/which was later raised to the extent of Rs.18 lacs. It is also not in dispute that no Bank guarantee fee/Deposit Insurance Credit Guarantee Corporation(DICGC for short) charges was realised from the complainant/ appellant by the respondent/bank till March 1997. However, DICGC charge/guarantee fee of Rs.22,570/- was realised by the Respondent Bank from complainant/appellant in his cash credit accoun
