Rekha Gupta, Member—Revision petition no. 468 of 2013 has been filed against the order dated 13.08.2013 of the Haryana State Consumer Disputes Redressal Commission, Panchkula (‘the State Commission’) in Appeal no. 976 of 2012.
2. The brief facts of the case as per the respondent/ complainant are that the respondent had applied for an electricity connection of 10 BHP for tube well for irrigating his agricultural fields on 25.11.1987 with the petitioner Nigam. The petitioner Nigam received the application and registered it as No. 18751 and the respondent deposited a security amount with the petitioner Nigam. No action has been taken regarding the application and no notice/ information has been given by the petitioner Nigam to the respondent till date in spite of several personal visits and request made by the respondent during the last 23 years.
3. The petitioner Nigam released many electricity tube well connections to so many other persons who are the neighbourers and villagers of the respondent. When the respondent came to know regarding the release of the aforementioned connections to these persons, the respondent approached the petitioner Nigam several times and informed them
