K.C. Gupta, President - This appeal has been directed by opposite party No. 2 against order dated 2.11.2001 passed by Consumer Disputes Redressal Forum, Kurukshetra (hereinafter to be referred as District Consumer Forum), vide which complaint of respondent Des Raj (complainant) was accepted and the bill dated 4.2.2001 for Rs. 62651 was quashed and the appellant was directed to charge the respondent on the basis of actual consumption from the last payment of the bill dated 19.8.1997 till electric connection of the respondent was permanently disconnected in the month of February,1998, without any surcharge or interest and to issue an overhauled statement of account regarding consumption of electricity by respondent.

2. Briefly stated the facts are that respondent Des Raj (complainant) is the consumer as appellant had been supplying electricity to his shop under account No. KT-12/2291.

It was next averred that his connection was disconnected and the cables were removed as the appellant failed to take any reading and did not send any bill and the outstanding amount was allowed to accumulate.
