Mrs. Devinderjit Dhatt, Member - This is an appeal received by transfer from Haryana State Consumer Disputes Redressal Commission against the order of District Consumer Disputes Redressal Forum, Gurgaon dated 11.7.2002 passed in complaint case No. 706 of 1.8.2001. The contextual facts in brief are as under.

In his case before the Forum, the respondent/complainant was aggrieved against the non provision of facilities to shop No. 14 at Sector 29, Gurgaon purchased on 26.4.2000 for consideration of Rs. 10,51,000 out of which Rs. 5,10,750 was deposited by him. It is also alleged by the complainant that the quality of construction of the shop is poor, the area had not developed. It is averred that vide letters dated 28.5.2001, 30.4.2001, 23.7.2001, 17.7.2001 and 15.9.2001 the attention of the authorities to lack of development was drawn but the OPs failed to take any action. It is further stated by the complainant that security amount of Rs. 2190 towards the electricity was deposited by him on 6.7.2000, but the meter has not been provided.
