ORDER
K. Sampath, President - The opposite parties 1 and 2 in O.P. No. 208/2000 on the file of the District Consumer Disputes Redressal Forum, Chennai (North) are the appellants herein. The facts leading to the appeal are as under:
(a) The complainant was the successful bidder of a tanker lorry auctioned by opposite parties 1 and 2 on 7.1.1999. Opposite parties 1 and 2 took six months for confirmation of the auction. The complainant had paid the amount by pledging his jewels and borrowing from financiers at high rate of interest. Even after payment of the entire amount by 17.8.1999 in a sum of Rs. 3,67,200, the opposite parties 1 and 2 did not deliver the vehicle and instructed the complainant to pay a penal interest of Rs. 8,240 which was paid and it took a further two months for the vehicle to be delivered to the complainant. However, the complainant could not ply the vehicle on the road since there was no RC in his name and there was no insurance certificate. Opposite parties 1 and 2 advised the complainant to approach opposite party No. 3 for RC book.
