This appeal has been filed by the appellant, under Section 15 of the Consumer Protection Act, 1986, against the impugned order dated 25.7.2013 passed by the District Forum, Haridwar in consumer complaint No. 147 of 2010, Sudhir Kumar Tyagi v. Ravindra Chauhan.

2. Briefly stated the facts of the case, giving rise to the appeal, are that the complainant-Sh. Sudhir Kumar Tyagi entered into a contract with the opposite party-the contractor, to construct his residential house on his plot, measuring 2,220 sq.ft. as per agreement @ Rs. 500 per sq. ft. At regular intervals, he paid total amount Rs. 8,81,000 by cash or cheque to the opposite party. Without any notice, the contractor left the construction, for which notice was issued, but contractor did not pay any attention to the said notice, so the complainant hired services of an Architect to evaluate the work done by the contractor and to estimate the remaining work.
