( 4 ) THE petitioners in this batch of petitions have been doing the business of selling Kerosene as wholesale dealers after obtaining licence under the Gujarat Essential Articles (Licence, Control and Stock Declaration) Order,1981 (hereinafter referred to as order, 1981 ).
