1. By this writ application under Article 226 of the Constitution of India, the petitioner, a former employee of the Erstwhile Gujarat Electricity Board, now Gujarat Energy Transmission Corporation Ltd., (GETCO), has prayed for the following reliefs:-

"(A) A writ of mandamus or any other writ in the nature of mandamus or other appropriate writ, order or direction may kindly be issued for quashing and setting aside the impugned order dated 30.12.1988 at Annexure-A, and subsequently the same is confirmed by the orders at Annexure-C & D.

(B) To grant such other and further reliefs as are deemed fit and proper in the interest of justice."

2. The case of the petitioner may be summarized as under;

2.1 The petitioner was appointed as a Junior Engineer in the office of the respondent-Board in 1972. Later on, he came to be promoted as the Deputy Engineer. While serving as a Deputy Engineer, a departmental charge-sheet was issued, inter-alia, containing the following allegations;

"You, Shri K.H. Gondalia, Dy. Engineer (under suspension) working at Const. Sub Division, Dhari, are hereby charged for the following acts of misconduct specified at Sr. No. 3, 9, 10 of Schedu
