JUDGMENT

1. This writ petition has been filed by the petitioner with the prayer that the order dated 7.12.1990 (Annexure-11) passed by the respondent regarding his suspension under Rule 13 of the Rajasthan Civil Services (Classification, Control & Appeal) Rules, 1958 (hereinafter to be referred to as 1958 Rules') be quashed and he may be allowed to continue on the post of Chief Medical & Health Officer, Bundi, which he was holding prior to passing of that order.

2. The petitioner joined service as Demonstrator in Pathology on 1.6.1960. He was appointed as Civil Assistant Surgeon on 23.4.1966. Then he was promoted as Jr. Specialist on 12.1.1971. In the year 1985 he was promoted as Sr. Specialist. According to his seniority, he came to be designated as Chief Medical & Health Officer. He was initially posted in that capacity at Jhalawar in the year 1986. From there, he was transferred as Sr. Specialist (Medicine) at Pali vide order dated December 10, 1987. Then he was transferred to Kota by order April 30, 1988. After about 15 days, he was transferred from Kota to Bundi as Senior Specialist. The petitioner has made a reference to several orders of transfer between Kota and Bundi.
