Petitioners challenge the order of termination on the ground of being violative of Article 14 and 16 of the Constitution as also provisions of J&K Civil Service (Classification, control and Appeal) Rules 1956 because they were not heard before passing the impugned order, thereby violating the rules of natural justice. Since the order impugned according to the petitioners is violative of rules of natural justice, it is prayed that they be deemed to be in service and entitled to the pay and emoluments of the posts on which they were appointed.
