1. The instant appeals are filed by the State Government and the respective Town Panchayats against the orders passed separately by learned Single Judges, wherein, it was held that the writ petitioners are entitled to regularisation of their service on completion of three years from the date of initial appointment/entry into service.
2. Since all the writ appeals involve only the aforesaid issue, all these writ appeals are being considered and decided by this common judgment.
3. For the sake of brevity, clarity and convenience, the parties are referred to as per their litigative status in the instant appeals.
4. All the respondents are similarly situated, having been appointed during the period 1996 - 2001 on the posts of Sweeper, Electrician, Fitter, etc. against the vacancies created by separate Government Orders issued by the Municipal Administration and Water Supply Department in G.O. Ms.No.199 dated 12.08.1997, G.O. Ms.No.72 dated 05.05.1998, G.O. Ms. No.84 dated 21.05.1998 and G.O. Ms.No.198 dated 26.10.1998 for a period of one year on consol
