1. Since the issue involved in all these matters are inter-related to each other, all the matters, by consent, were taken up together and disposed of, by the following common judgment.
2. For the sake of disposal of all these matters, the parties are referred to as per the rank given to them in the respective matters. At the outset, the circumstances and events that led to filing of W.P. (MD). No. 8395 of 2013, W.A. (MD) Nos. 910 of 2012 and 355 of 2013, Crl. O.P. (MD). Nos. 16517 of 2011 and 4676 of 2012 are narrated below.
3. Originally, one Ramesh Babu, filed W.P .(MD) No. 1919 of 2009 seeking for a Writ of Mandamus directing the respondents to allow him to complete the Course of P.G. in D.A (Diploma in Anesthesia) within the Academic year (2007-2009). The said Writ Petition came to be allowed by a learned Single Judge on 30.08.2012. Since the Writ Appeals arises out of the directions issued by the learned Judge, the penultimate operative portion of the said order is usefully extracted below:-
