ORDER :

1. The writ petitioner was appointed as Sweeper in the year 1987 under contingent establishment in the Agricultural Engineering Department. The writ petitioner had been granted consolidated monthly salary as fixed by the District Collector from time to time. The writ petitioner claims that her initial appointment was on full time basis. Further, the petitioner was serving as sweeper continuously and uninterruptedly.

2. The learned counsel appearing on behalf of the writ petitioner made a submission that the writ petitioner was serving continuously as consolidated pay employee on temporary basis and therefore, entitled for permanent absorption and regularisation. The Government issued G.O.Ms.No.1339 Public Service Department dated 22.04.1971. Accordingly, the employees who were under contingent establishment were regularised in the time scale of pay. In G.O.Ms.No.52 Finance (FRII) Department dated 14.01.1977 also, the Government granted permanent absorption in respect of the employees who were appointed on consolidated pay on temporary basis. In G.O.Ms.No.107 Personnel and Administrative Reforms Department dated 05.02.1987, the Government directed all the Heads of the Departme
