1. The lis on hand aroused on account of the non payment of third incentive increment in favour of the writ petitioner for possessing the additional higher qualification of M.Phil., Degree by the petitioner in the light of G.O.Ms.(2D).No.15 issued by the School Education Department dated 28.03.2013 based on the representation dated 24.09.2013.
2. The petitioner was appointed as Secondary Grade Teacher. On completion of B.Lit., in May 1994, M.A., in May 1997 and B.Ed., in April 2009, the petitioner had completed the Master Degree in Philosophy in March 2008. The petitioner admits the fact that two incentive increments were already sanctioned to him for completion of Master's Degree and for B.Ed., Degree also. Subsequently, he was promoted as B.T.Assistant and thereafter, he completed M.Phil., Degree in the year 2008. On completion of his M.Phil., Degree, the petitioner made several representations to the respondents for sanctioning third incentive increment as he was of the opinion that the Master Degree was possessed by him in the promotional post of B.T.Assistant and therefore, he is entitled to have third incentive increment in the cadre of B.T.Assistant and for acquiring t
