1. Through the medium of the present writ petition, the petitioner is calling in question the legality and validity of the communication dated 14.07.2018 issued by the second respondent, whereby, he was directed to pay a sum of Rs.7,54,250/- towards charges payable to the police personnel for surveillance duty. The petitioner is also seeking a consequential direction to refund the said sum to him.
2. The brief facts of the case are that the petitioner was arrested and remanded to judicial custody on 26.03.2018 in connection with a case in Crime No.1 of 2018 for the offences punishable under Sections 403, 409, 120-B, 418, 420 and 477-A IPC by the second respondent. Subsequently, he moved a bail petition in Crl.OP.(MD) No.6778 of 2018, which was allowed along with another petition in Crl.OP (MD) No.6779 of 2018, by this Court, vide order dated 26.04.2018, subject to certain conditions, Clauses (i) and (ii) of which read as follows:
