JUDGMENT :

R. Subbiah, J.

1. The present Writ Petition is filed for issuance of a Writ of Certiorari to call for the records in proceedings G.O.(2D). No. 77, dated 08.03.2019 on the file of the first respondent and quash the same as illegal, incompetent, irregular and without jurisdiction.

2. Brief facts of the case are as follows:

    (a) The petitioner herein was appointed as a Judicial Magistrate in the Tamil Nadu State Judicial Service in the year 1998. While he was working as Judicial Magistrate No. II and Judicial Magistrate-III (Full Additional Charge), Madurai, during the period from February, 2006 to April, 2006, the Registrar (Vigilance) of High Court, Madras, received a complaint on 22.05.2006 from the Investigating Officers of CCTW (Commercial Crime Investigation Wing) of Dindugul, Madurai and Theni Districts against the writ petitioner alleging that he disposed of cases for illegal gratification by orally pronouncing orders in Open Court, which were not supported by any written judgment and that the judgments were also prepared in the Offices of the Advocates for the accused with the connivance of the Assistant Public Prosecutor. It was also alleged in the said complaint that
