JUDGMENT :

(Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned order of the second respondent passed in Ref. No.1520/MRB/S2/2015 dated 26.03.2018 and to quash the same and consequently, direct the respondents to appoint the petitioner to the post of Assistant Medical Officer (Siddha) in time bound manner.)

1. The present Writ Petition is heard through Video Conferencing on 28.07.2021.

2. Pursuant to a recruitment notification dated 02.08.2017, called for by the Medical Services Recruitment Board (MRB) for the post of Assistant Medical Officer (Siddha) [hereinafter referred to as 'AMO (S)'], the petitioner herein had applied for the post under physically disabled quota. The petitioner's candidature was rejected on the ground that the disability certificate dated 06.12.2017, issued by the Medical Board, Government Thiruvannamalai Medical College Hospital, Thiruvannamalai, certifying the disability in the “upper limbs-left” of the petitioner, is contrary to G.O.(Ms) No.13, Welfare of Differently Abled Persons (DAP.3.2) Department, dated 02.03.2016, as well as, p
