JUDGMENT :
(Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorari, calling for the records relating to the proceedings of the first respondent dated 27.08.2013 passed in G.O.(D) No.683, Home (Prison-2) Department and consequently the orders passed by the second respondent in his proceedings No.12800/ES.3/2008 dated 05.06.2008 and No.12435/CCVU/2001 dated 30.01.2003 on the file of the third respondent and quash the same.)
1. The order of punishment dated 30.01.2003 imposing the punishment of reduction of scale of pay at three stages for three years with cumulative effect, is under challenge in the present writ petition.
2. The appeal filed by the writ petitioner was also rejected. Though the punishment was imposed by the Disciplinary Authority in the year 2003, the petitioner preferred revision and that was disposed of in the year 2008. Once again he has filed an appeal twice and the said appeals were decided in the year 2011 and 2013 respectively. That is how the writ petitioner could manage the point of period of limitation and filed the present writ petition in the year 2014.
