Headnote:1. ORISSA HIGHER SECONDARY EDUCATION REGULATIONS, 1982 - Regns. 123 and 164 - Petitioners obtained vocational training course after +2 Arts/Science/Commerce - Examination committee cancelled and withdrawn the certificates awarded to them on the basis of resolution - In absence of any statutory restriction, the decision taken by the committee cannot be sustained.

        2. EVIDENCE ACT, 1872 - Sec. 115 - Promissory Estoppel - Statute does not restrict candidates passing out +2 course, to obtain a vocational course - Statutory authority cannot have any justification to bring a resolution, to restrict acquisition of such vocational course - Having allowed the candidates to pursue the vocational course, CHSE cannot preclude them from obtaining such qualification.

       Petition allowed.
