S.K. Sahoo, J. - This matter is taken up through Hybrid arrangement (video conferencing/physical mode).

2. Learned counsel for the appellant has filed a date chart, copy of the GIA petition and copy of the notification dated 22.10.2017 of the Department of Higher Education, which are taken on record.

3. The appellant Manoj Kumar Naik, who is working as a Lecturer in Mathematics in Balangi (Degree) Mahavidyalaya, Sunahat, Balasore, has filed this appeal under section 24-C of the Odisha Education Act, 1969 challenging the order dated 23.12.2019 of the State Education Tribunal, Odisha, Bhubaneswar passed in GIA Case No. 239 of 2019.

The GIA Case was filed by the appellant, inter alia, with a prayer to direct the State authorities to release Block Grant in his favour in terms of Odisha (Non-Government Colleges, Junior Colleges and Higher Secondary Schools) Grant-in-aid Order, 2008 (hereafter 2008 Order') instead of his present salary in the fold of Odisha (Non-Government Colleges, Junior Colleges and Higher Secondary Schools) Grant-in-Aid in the shape of Block Grant Order, 2014 (hereafter 2014 Order').
