1. Petitioner Baldev Singh son of Mukhtiar Singh resident of village Doda, P.S. Sadar, Patiala, was detained in pursuance of detention order dated 7.3.1988, Annexure P-3, passed by the District Magistrate, Patiala. But this order was revoked by the Under Secretary (Home) vide order dated 17.3.1988. Again, the petitioner was detained under order dated 17.3.1988, passed by the Under Secretary (Home) on behalf of the President of India, under Section 14-A(1) read with Section 3(2) and Section 14(2) of the National Security Act, 1980 . The petitioner has challenged his detention. The petitioner was arrested on 2.1.1988 in FIR No. 1 dated 2.1.1988, under Section 3/4 Terrorist & Disruptive Activities (P), registered at P.S., Ghanaur. The petitioner was also in custody in FIR No. 208 dated 29.12.1987 under Section 121-A Indian Penal Code and Section 3/4 Terrorist Disruptive Activities (P) Act, Police Station, Sirhind. He was arrested in this FIR on 6.1.1988. He was also arrested in case FIR No. 59 dated 31.3.1987 under Section 121-A Indian Penal Code and Section 3/4 Terrorist & Disruptive Activities (P) Act, Police Station, Civil Lines, Patiala, on 30.8.1987.
